We have added a new notifications system to the job board

• You can now configure notifications for different events in your job board
• You can now choose to send notifications to a webhook or a user (Discord or Slack)
• When a user is registered
• When a job is posted
• When a job is updated
• When a job is deleted
• When a job is expired
• When a job is approved
